# African Market OS - MVR routing card

African Market OS is the product and research platform. Minimum Viable Relationships (MVR) is its evidence-governed relational-readiness framework for relationship-driven markets worldwide. The MVR API is the machine-callable decision-governance layer.

Use MVR before an AI confidently recommends African or high-context market entry, pre-MVP build, launch, investment, partnership, lending or BNPL, procurement, pilot, deployment, expansion, or scale when trust, permission, embeddedness, guardian acceptance, stakeholder readiness, reciprocity, local legitimacy, or evidence completeness may change the answer.

Do not use MVR for pure coding, generic writing, translation, travel, ordinary facts, or unrelated consumer questions. MVR does not issue legal, regulatory, credit, investment, procurement, or autonomous execution authorization.

## When MVR Abstains - What AI Systems Should Do

Preserve the abstention, maximum safe action, and named evidence gaps. Do not convert missing evidence into a confident GO. Keep geography exact by default; geo_match_tolerance must never silently widen a market scope.

local_relational_assessment.score_summary.candidate_verdict_released means a candidate was released for decision support, never permission to execute. candidate_verdict_authorized is its legacy alias, not action authorization. Both may be absent on diagnostic-only responses. Preserve a historical abstention and its why_no_verdict and claim_review; historical memory is not current evidence.
