Note for developers: discovery and negotiation happen by an agent runtime (Google ADK / Vertex Agent Builder, an MCP SDK client, a custom orchestrator) calling these endpoints directly over HTTP. The browsing tools inside consumer chat apps (Gemini, ChatGPT, Claude chat) often refuse to fetch machine-readable endpoints and report a client-side policy error such as PERMISSION_DENIED — that is not a block on this server; every endpoint above answers 200 to any user agent, with open CORS on /mcp and /a2a. Test with curl or a real client, not by pasting a link into a chat app.
