# ARC (Agentic Report Card) > The open benchmark of whether AI agents can reach checkout, for every store, agent and protocol. ARC is free, neutral and open. It publishes dated, CC-BY-4.0 measurements of whether AI agents can reach a store, read its products and get to checkout, across every protocol (UCP, ACP, PAP, WebMCP, MCP, agent payments). It takes no payment from any protocol, platform or model company. Anything ARC has not measured is labelled "not measured", never zero. ## Precheck (free, no sign-in, CC BY 4.0) - GET https://www.arcreport.ai/api/precheck?url=: JSON on whether AI agents can reach checkout at a store. Fields: host, known, reachable_checkout, rails[] (UCP, ACP, Shop Pay, WebMCP, MCP, Checkout WebMCP), blockers[], confidence, last_checked, stale, licence, scope_note. scope_note: ARC checks this store's own site only. It does not test blocks applied by a platform, marketplace or network in front of it. On the UCP rail, status and ucp are the honest reading. not_found_at_host means: No public UCP profile found at the host. The store may still offer agent checkout through Google's UCP via Merchant Center. ARC has no access to Merchant Center data. turned_away_challenge means a challenge page. turned_away_block means HTTP 403. The short label for both is Turned away ARC's automated check. That HTTP 403 sentence stays in the API and in detail views. ucp_profile keeps the older stored status for clients that still read it. - Example: https://www.arcreport.ai/api/precheck?url=https://absorbine.com&ref=llms-txt - Based on saved checks. It does not prove an agent completed checkout. Check last_checked and stale. Live pages show live counts; dataset files are dated snapshots. The Index's five browser shoppers are ARC personas, labelled ARC browser shopper A to E. They run on ARC-chosen models and are not the consumer agents of similar style. Their runs stop before payment; nothing is ever bought. One AI model's read-back (currently Grok via API, not the consumer Grok app) is checked against store pages and shown as one model's view, not a consensus. Whether agents reach checkout is two lanes: the agent-catalog lane is a real HTTP check (catalog tools and a valid Universal Commerce Protocol profile at /.well-known/ucp); the browser lane is five ARC browser cart tests. The catalog check spends no model call and does not change the score. An HTML page or a bot block is not a profile. ARC is not affiliated with Meta, Spear Street Technology, SpaceXAI, OpenAI, or the OpenClaw Foundation. A published Index score is the browser lane. If the store returns a bot challenge, the result says "Turned away ARC's automated check" and includes the HTTP evidence. If ARC could not finish the test, the page says retest pending. A missing score is not a zero. ## Free brand hub (Your store) — no login Free store page shows whether agents can find your products, reach checkout, and what they think. Paste a store URL. See checkout, WebMCP, agent facts, Index score, read-back mismatches (one AI model), and a simple history in one place. An empty hub automatically runs the free HTTP checkout check once; existing cache and rate limits apply. No email or browser scan. /store/{host} includes the free Agent Reachability Matrix: discover, reach checkout, and allow vs block risk. Every cell labels measured, inferred, unknown, or public report evidence. Rails checks and Index browser cart tests are not live consumer-agent sessions. Hub: https://www.arcreport.ai/store Example: https://www.arcreport.ai/store/allbirds.com No paywall. Sign-in optional. Public agent MCP stays free at /api/ask. Personal Agent Protocol (PAP, also called Poppy): announced 6 Oct 2026 by Meta and Sierra with industry partners at Genesys, Instinct, Rocket, Shopify, Stripe, and Walmart. Announcement: https://sierra.ai/blog/introducing-personal-agent-protocol. Draft 0.1 (spec updated 12 Oct 2026). Spec: https://personalagentprotocol.org/docs/spec. A company publishes its discovery document at https://{domain}/.well-known/poppy.json. Sierra's post dated 9 Oct 2026 (https://sierra.ai/blog/poppy) names Meta and Genesys, Instinct, NiCE, Rocket, Shopify, Stripe, and Walmart, plus 35 design partners, and says they are publishing the draft. ARC's store-hub watch requests /.well-known/poppy.json and other candidate paths (/.well-known/pap, /.well-known/personal-agent, and related paths) plus HTML markers, over HTTP, with the same timeout and robots.txt gate. It does not claim PAP support. ARC is not affiliated with Meta or Sierra. ## Free agent facts (no login) Brands get free truth. Agents get free fuel. Hub: https://www.arcreport.ai/agent-facts JSON: https://www.arcreport.ai/api/agent-facts?host=allbirds.com Download: https://www.arcreport.ai/api/agent-facts?download=1 MCP on /api/ask: get_agent_facts({"host":"allbirds.com"}), list_category_agent_facts({"category":"beauty","limit":10}) Facts are TypeSafe Jev typed decisions (typesafe/jev-1.13 via OpenRouter Decisions API) over HTTP product scrapes. Hard daily Jev spend cap (default $1). Not a live consumer-agent session. Browser Index cart tests are unchanged. ## Ask ARC (no login) Any agent can read the Index. This does not start a scan and does not require an account. - Docs: https://www.arcreport.ai/for-agents - OpenAPI: https://www.arcreport.ai/openapi.json - MCP discovery: https://www.arcreport.ai/.well-known/mcp.json and https://www.arcreport.ai/.well-known/ai-catalog.json - GET https://www.arcreport.ai/api/ask?q=running+shoes&ref=llms-ask - GET https://www.arcreport.ai/api/ask?url=https://www.allbirds.com&ref=llms-ask-url - GET https://www.arcreport.ai/api/ask?brand=Gymshark&ref=llms-ask-brand - GET https://www.arcreport.ai/api/ask?category=footwear&ref=llms-ask-category - MCP tool `ask_arc` on https://www.arcreport.ai/api/ask (no login). On https://www.arcreport.ai/api/mcp, check_store, find_stores, product_data_check, and report_checkout need no sign-in. A new scan, fixes, and monitoring on that server need sign-in. The JSON returns, per match: `verdict`, `agents_reach_checkout`, checkout lanes (agent_catalog and browser), `score`, `could_buy`, `shoppers`, `agent_rails` (the same live HTTP check as the agent-catalog lane), `rivals_grok_named` (only when a real Grok read exists), and `evidence` receipts (what Grok said, what the store says, the quote). `agents_reach_checkout` is true when the catalog returned a checkout link to ARC's automated check or a browser cart shopper added the product. `could_buy` stays the browser count. `agent_rails` is null until a catalog check has run. It does not change `score`. Shopper words such as running shoes and leggings map to the live Index categories. State of agent checkout (live counts, no login): https://www.arcreport.ai/agent-checkout Weekly frozen US figure (stores that returned a UCP checkout link, with n, snapshot date and version, CC-BY-4.0): https://www.arcreport.ai/api/weekly/agent-checkout.json and https://www.arcreport.ai/api/weekly/agent-checkout/{edition}.json · Press chart: https://www.arcreport.ai/press/latest · Embed: https://www.arcreport.ai/embed/agent-checkout ## Category Index Ranked by score, then by how many browser cart attempts added the product to the cart. - Apparel: https://www.arcreport.ai/agent-index/category/apparel - Footwear: https://www.arcreport.ai/agent-index/category/footwear - Beauty: https://www.arcreport.ai/agent-index/category/beauty - Supplements: https://www.arcreport.ai/agent-index/category/supplements - Home: https://www.arcreport.ai/agent-index/category/home - Food & drink: https://www.arcreport.ai/agent-index/category/food-drink ## Badge A store on the Index can embed `https://www.arcreport.ai/agent-index/{slug}/badge`. It links back to that store's ARC page. It says "Agent checkout" when the real catalog check returned a checkout link, and "Agents chose us" only when a browser cart shopper added the product to the cart. ## Site - Home and free scan: https://www.arcreport.ai/ — Paste a product URL. The result leads with both lanes: the real agent-catalog check, and where the five browser cart shoppers stopped. You get the score, the failure, and the fix, free. The catalog check does not change the score. - Index: https://www.arcreport.ai/agent-index — Where can personal agents reach checkout? The install page https://www.arcreport.ai/mcp is the second server, https://www.arcreport.ai/api/mcp. check_store, find_stores, and product_data_check are free, read-only, dated checks. report_checkout sends one attempt. A new scan, fixes, and monitoring need sign-in. GET /api/mcp is not a tool list. Example prompt: Use ARC to check allbirds.com. - AI crawler directory: https://www.arcreport.ai/ai-crawlers - Shoppers: https://www.arcreport.ai/shoppers — One page per ARC browser shopper persona (A to E). Each page counts published ARC Index stores where that shopper's cart pass added the product to the cart, and groups the stops that were recorded. These pages are the browser lane, not a live run of those products and not the agent-catalog check. The catalog check is on the store page, in /api/ask, and at /agent-checkout. A retest pending row is not a score and is not counted. MCP tool name: precheck. Server: https://www.arcreport.ai/api/ask. No login and no API key. https://www.arcreport.ai/api/mcp is a different server and does not serve this tool. What it proves: whether ARC has published this host (known), whether a saved check returned a checkout link (reachable_checkout), the saved rail name, status, and proves sentence, blockers, when that check was recorded (last_checked), how long ago that was (checked_ago, or “never checked” when the check time is missing or unparseable), and stale (last check over 24 hours ago; missing check time counts as stale), and a confidence from the age of that saved check. Response fields: host, last_checked, checked_ago, stale, known, reachable_checkout, rails (name, status, and proves), blockers, confidence, report_outcome, source, licence, scope_note, scan_url. scope_note is always present: ARC checks this store's own site only. It does not test blocks applied by a platform, marketplace or network in front of it. When a completed HTTP-reachable checker row exists, also lastReachableCheck (checkedAt, proves, evidenceLevel http-only) and reachability_stale. What it does not prove: it reads saved ARC checks and never fetches the store live. It does not start a scan. A detected rail does not prove an agent completed checkout. reachable_checkout true is a saved checkout link, not an agent that finished checkout. rails[].proves describes the saved check. It does not mean an order was placed. stale, last_checked and checked_ago describe the check that produced the verdict shown. lastReachableCheck is a separate, newer plain-HTTP time. It does not re-verify the checkout link or rails. When the catalog, rails, and history have no row, the answer can come from the plain-HTTP checker: proves, checkedAt, sources, evidenceLevel http-only, checkoutTested false, and note. That answer does not include an address, a response body, or a raw error. A directory, rails, or history result wins over it. Rate limit: 60 requests a minute for each network. The key is an HMAC of the client address. The raw address is not stored. The limit is approximate and counted per server instance. HTTP 429 carries Retry-After. Licence: CC BY 4.0, with attribution to ARC (arcreport.ai). ## Free instant checkout check — any public store GET https://www.arcreport.ai/api/agent-checkout?url=https://allbirds.com Returns the stored checkout check. Does not fetch the store. 404 if none is stored: "No stored checkout check. Unknown, not a no. POST to run a new check." POST https://www.arcreport.ai/api/agent-checkout with a JSON body {"url":"https://allbirds.com"} (Content-Type: application/json; other types get 415) runs a new check when the stored check is missing or older than 24 hours. Returns the stored check, not a new fetch, when it is under 24 hours old. New checks may be paused; then the stored check is returned, or 503 if none is stored. Responses include ageSeconds and stale (24 hours old or older). Public MCP at /api/ask: can_agent_checkout({"url":"https://allbirds.com"}) runs that check. No login. On /api/mcp, check_store, find_stores, and product_data_check need no login and read saved, dated checks. report_checkout needs no login. A new scan, fixes, and monitoring on /api/mcp need sign-in. Install: https://www.arcreport.ai/mcp Ask: "Can an AI agent reach checkout at this store?" or "Can personal agents reach checkout on this Shopify store?" The free HTTP check also detects the Shopify WebMCP storefront adapter for browser agents (webmcp boolean), not a live browser-agent session. Returns catalog search answered, product found, checkout link returned (boolean only), UCP profile, webmcp adapter detection, block status, one fix, checkedAt, cached and resultUrl. Homepage checks test one catalog product. Product checks test the supplied product. Cached per host for 24 hours, including failures; the returned productUrl identifies the tested product. No model calls, orders, email, or score changes. Other platforms can honestly return no agent catalog. That is not a no: it does not mean agents cannot reach checkout. 50 requests per network per UTC day. New checks are currently paused, so results are saved checks. 429 means capacity or a host check in progress. JSON errors use 400 or 503. Human form: https://www.arcreport.ai/agent-checkout Shareable stored results: https://www.arcreport.ai/agent-checkout/{host} ## Where can my agent reach checkout? Directory: https://www.arcreport.ai/agent-checkout/stores — 36,706 direct consumer storefronts (curated, Index and submitted) across apparel, footwear, beauty, home, food-drink, supplements, outdoor, kids, pets, electronics and jewelry. Anonymous MCP /api/ask: find_agent_ready_stores({"category":"running shoes","limit":10}) or {"q":"skincare"}. JSON: GET /api/agent-checkout/stores?category=footwear&limit=10. Limit 1–50. Reads share the checkout API caps: 50/network/day and 5,000/site/day (UTC). Returns stores (including webmcp adapter detection), verdict, checkedAt and arcUrl only for real HTTP checkout-positive results within seven days. Category matching is not product inventory search. A checkout link for one catalog product is not a completed order or a promise about another item. No browser scan or model call. Checkout links are never stored. Empty results mean no recent positive checks, not that no store supports agents. Unchecked stores are pending. Timeouts are inconclusive. No agent catalog found is not a block. Blocks are reported only when observed. The full score uses browser cart shoppers; HTTP checks do not change it. The browser lane uses ARC browser shopper personas A to E. - /badge/{host}.svg (also /store/{host}/badge and /store/{host}/badge.svg): free embeddable "Agent-ready, checked by ARC" SVG from saved agent-catalog evidence, labelled Measured, Inferred or Not measured. Says Agent-ready only when the catalog returned the tested product and a checkout link. Embed it linking back to /store/{host}; cached about an hour; never starts a check. ## Agent commerce adoption tracker Public dated counts, category rates, daily UTC history and changes from saved append-only HTTP checks: https://www.arcreport.ai/agent-checkout/adoption JSON: https://www.arcreport.ai/api/agent-checkout/adoption Anonymous MCP on /api/ask: agent_commerce_adoption({}) returns current counts, categories and byPlatform (homepage fingerprints, measured denominators; Not detected includes headless/custom stores). Reads only; no store requests or model calls. Rates use the latest completed check per host. Failures are reported separately. Category percentages require at least 10 completed hosts. WebMCP is HTML adapter detection, not a live agent session. The sample is ARC’s curated list, not all e-commerce. ## Free research pages (CC-BY-4.0) Dated, citable summaries generated hourly from ARC's automated checks, each with charts, n per group, evidence labels, a cite block and JSON/CSV downloads: - Agent readiness by commerce platform: https://www.arcreport.ai/insights/agent-readiness-by-platform (JSON /api/insights/agent-readiness-by-platform.json, CSV .csv) - Agent readiness by market (US, UK, Ireland, rest of Europe, Canada, Australia): https://www.arcreport.ai/insights/agent-readiness-by-country - Agent readiness by store category: https://www.arcreport.ai/insights/agent-readiness-by-category - Return and shipping policy clarity for AI agents: https://www.arcreport.ai/insights/return-and-shipping-policy-clarity Index: https://www.arcreport.ai/insights · https://www.arcreport.ai/api/insights/index.json ## Open dataset (CC-BY-4.0) Weekly dated snapshots of ARC's measurements, free to download: https://www.arcreport.ai/data Files: stores (Index results), rails_checks (WebMCP, MCP, UCP, catalog, cart link per store) adoption_history (weekly counts) and protocol_matrix (stage counts per protocol), as CSV and Parquet at https://www.arcreport.ai/data/latest/ with a manifest at https://www.arcreport.ai/data/latest/manifest.json. Unpublished drafts are not cited. Use the live adoption feed or a dated snapshot. On ARC, reaches checkout means a saved check got a checkout link back from the store's agent connection. ARC does not open that checkout page, pay or place an order. The Index's five browser shoppers are ARC personas labelled "ARC browser shopper A" to "E" (dataset columns persona_a…persona_e). They are not named consumer agents. Legacy alias ids (muse, instinct, grok, openai-dots, openclaw) appear only as a documented alias field (legacy_alias_id). ## Protocol Matrix (caniuse for agentic commerce) Free, neutral matrix across UCP, ACP, PAP, WebMCP, storefront MCP / MCP discovery, and Visa Trusted Agent Protocol / Mastercard Agent Pay: https://www.arcreport.ai/protocols (one page per protocol at /protocols/: ucp, acp, pap, webmcp, mcp, payments) Four stages per protocol: Declared, Valid, Usable, Transacts, each with count, denominator, percentage and an evidence label (Measured / Inferred / Not measured). Not measured means ARC has no saved evidence, not zero adoption. JSON: https://www.arcreport.ai/api/protocols · CSV: https://www.arcreport.ai/data/latest/protocol_matrix.csv Anonymous MCP on /api/ask: protocol_matrix({protocol?}) returns the same. Saved checks only; no store requests or model calls. JSON: GET /api/agent-checkout/product-data?host=allbirds.com. No store fetch or model call on reads. JSON-LD from server HTML only; presence does not verify accuracy. Null means measured on the next check. Store details: /store/{host}#product-data. Includes saved return and shipping policy findings from the store’s pages and structured data; presence does not verify terms. Google agentic checkout readiness: google_checkout_readiness(host) on /api/ask is free and needs no login. The same tool name on /api/mcp needs sign-in. check_store, find_stores, product_data_check, and report_checkout on /api/mcp need no sign-in. product_data_check and its JSON endpoint include googleReadiness. Missing history is measured on the next check. native_commerce(checkout_eligibility) cannot be checked from outside; set it in the Merchant Center feed. This is not Google approval or certification. See Google Merchant Center help on UCP / agentic checkout. Counts and measured denominators: /api/agent-checkout/adoption, including categories. Store cards at /store/{host} can be claimed free at /store/{host}/claim using DNS TXT or an HTTPS file. Brand claims and statements never change ARC’s measured scores. Store hub JSON: /api/store?host={host}; MCP: get_store_hub(host). Free AI agent robots.txt access: saved home/product-path rules by answer/search/training agent on /store/{host}, can_agent_checkout, store_card and product_data_check; measured latest-completed-host denominators and blocked counts on /api/agent-checkout/adoption and agent_commerce_adoption. Robots policy is not observed fetch access. ## Outcome reports (v0) Report how far one agent got at one store. POST https://www.arcreport.ai/api/outcomes MCP tool report_checkout on https://www.arcreport.ai/api/mcp (no login). Spec: https://www.arcreport.ai/docs/outcome-report Fields: store_domain, agent_family, agent_name, contributor_key (optional; omit it and ARC issues a free key), timestamp, furthest_step (product, cart, checkout, payment, placed), blocker (captcha, login_wall, bot_block, 3ds, payment_declined, none), store_error_text. No personal data. Emails, phone numbers, street addresses, and card-like numbers (a card pattern that passes the Luhn check) are stripped, or the report is rejected when a field is only that data. A report stays private and unverified until at least 3 independent contributors agree on the same store, furthest step, and blocker within 14 days. Keys from the same network count as one contributor. Reputation starts at 1. A vote counts as at most 1. Disagreeing with a consensus, or with an ARC recheck, halves reputation (floor 0.05) and that vote counts for less. About 1 in 5 agreements is queued for ARC's own checkout recheck. The recheck stops before payment. Nothing is bought. Store pages label each line by source: Agent-reported, ARC-tested (up to payment), verified completed order. A missing line is not a mark against the store. ARC does not place orders, so the verified completed order line stays unrecorded until ARC has evidence of a completed order. Limits per UTC day: 20 reports per key, 30 per network, 40 per store, 5 new keys per network. 10 reports per network per minute. ## Direct agent integration and account checkout Two dated store checks. Neither changes the score. A missing result and an unknown result are not a no and are not a mark against the store. Direct agent integration (detected / not_found / unknown): public files only, rechecked when the store page is opened after the last result is old. Paths: /.well-known/ucp, /.well-known/acp.json (discovery document for ACP, an open standard in beta; Lead maintainers per MAINTAINERS.md (checked 13 Oct 2026): OpenAI, Stripe, Meta — https://github.com/agentic-commerce-protocol/agentic-commerce-protocol/blob/main/MAINTAINERS.md; the discovery RFC that defines this path is status Proposal, version unreleased), /.well-known/mcp.json, /.well-known/mcp/server.json, /.well-known/agent-card.json, and /openapi.json or a same-site openapi.json link on the homepage. Detected means a file was there. It does not mean an agent can reach checkout. It is not a live agent session. Not found means those files were absent (HTTP 404 or 410). A missing /.well-known/ucp profile is read as not_found_at_host. No public UCP profile found at the host. The store may still offer agent checkout through Google's UCP via Merchant Center. ARC has no access to Merchant Center data. When that probe is turned away, the short label is Turned away ARC's automated check, for every store. A challenge page is turned_away_challenge. HTTP 403 is turned_away_block, and that sentence stays in the API and in detail views. The probe is not retried. Unknown means ARC could not tell. Account and guest checkout (yes / no / unknown), read during the existing checkout check that stops before payment, and during a browser cart test that is already on a cart or checkout page: guest checkout offered, account required to continue, and whether a signup form already on the page has no captcha and no phone check. ARC does not create an account and does not type a name, email, or phone number. If the signup form is not on the page, that answer is unknown. Shown on https://www.arcreport.ai/store/{host}. Dataset columns, empty until recorded: direct_agent_integration, direct_agent_integration_checked_at, guest_checkout_offered, account_creation_required, account_signup_without_captcha_or_phone, account_guest_checked_at. Method: https://www.arcreport.ai/methodology ## Cost ARC is a free, open research project. The store hub, the Index, product scans, the datasets and the APIs are free. There are no paid plans. ## For AI agents - Precheck API: https://www.arcreport.ai/api/precheck?url= — ask whether an AI agent can reach checkout at a store. It reads ARC's saved automated HTTP check of the store's own site: whether a checkout link came back, which agent-commerce rails were found, and whether the site turned away ARC's check, with checked_at, age_hours, stale and a confidence. It does not test platform or network blocks in front of the store, and ARC stops before payment. - Docs: https://www.arcreport.ai/docs/precheck - Connector (MCP): https://www.arcreport.ai/api/mcp — check_store, find_stores and product_data_check with no sign-in. The precheck tool itself is on https://www.arcreport.ai/api/ask. - Anything ARC has not measured is labelled "not measured", never zero. A missing result is unknown, not a no. On ARC's latest saved checks (as of 9 October 2026), 9 of 17 large US and UK retailers responded to ARC's automated check with a challenge or block, including Best Buy, Chewy and Nike. That is a response to ARC's checker, not evidence of the store's intent or policy toward any specific AI assistant; results can change; ARC stops before payment. A missing or failed check is not a block. Counted separately: 0 challenge responses and 9 block responses. A check in both is one store in the 9 of 17. Large US and UK retailers with a completed check. A missing or failed check is not listed and is not a block. HTTP 418 and an unreachable homepage are listed and are not a challenge or a block. UCP profile "absent" means no agent profile was found.
